Our platform combines 45+ years of congressional and lobbying data, connecting bills, lawmakers, staff, lobbyists, and funders into a single networked intelligence system. Spun out of the nonpartisan Sunwater Institute in 2025, Legis1 is built for professionals who need to understand how policy and influence actually move through Washington.

POSITION

Legis1 is seeking an experienced Product Manager to lead the launch and growth of AllCiv, our civic engagement, political data, and citizen-facing media platform launching Q3 2026. This is a senior-leaning role that will be central to shaping the AllCiv product experience from the ground up, owning the roadmap, driving AI-forward product development, and operating at the intersection of civic technology, political data, and public-facing digital media.

This is not a general product management role. It sits squarely at the intersection of political knowledge, technology, and artificial intelligence . Candidates who lack a working understanding of how Congress operates, how legislation moves, or how civic and political engagement functions in practice will not be considered.

The ideal candidate brings meaningful product management experience, deep political and civic fluency, and a hands-on command of modern AI-assisted development tools, including vibe coding workflows using Claude Code, Cursor, or comparable AI coding environments . We are looking for someone who can move fast, think strategically, and build intelligently alongside engineering and design teams in an AI-augmented development environment.

Responsibilities

  • Support the development and ongoing management of the AllCiv product roadmap in close collaboration with senior leadership

  • Translate user research, stakeholder feedback, and market insights into actionable product requirements and user stories

  • Write clear feature specifications and acceptance criteria for engineering and design teams

  • Assist in prioritizing features and enhancements based on user impact, business goals, and launch timelines

  • Actively participate in agile development workflows, including sprint planning, daily stand-ups, and team review sessions

  • Partner with the sales and communications teams to support go-to-market planning for the AllCiv Q3 2026 launch

  • Conduct competitive and market research across civic tech, political data, and citizen media platforms

  • Monitor product usage metrics and user feedback post-launch to inform iteration and improvement

  • Build relationships with early users, partners, and stakeholders to deeply understand their workflows and needs

  • Stay current on trends in civic technology, open government data, digital media, and political engagement

Requirements

  • Mandatory — Political, Legislative & Civic Knowledge

  • Candidates without demonstrated knowledge in at least one of the areas below will not be considered. This requirement is non-negotiable.

  • Working knowledge of the U.S. Congress and the legislative process — including how bills are introduced, advanced through committee, amended, and voted on; how congressional offices operate; and how legislative influence is exercised through lobbying, coalitions, and political funding

  • Direct experience with or deep knowledge of at least one of the following:

  • Working on a political campaign (federal, state, or local) in any capacity

  • Employment or internship in a congressional office, federal agency, or legislative affairs role

  • Civic engagement or community organizing work with a policy or government focus

  • Advocacy, government affairs, or lobbying work

  • Policy research, political journalism, or political science with applied focus

  • Active, substantive involvement in civic organizations, voter engagement initiatives, or public policy initiatives

  • Genuine passion for politics, policy, and civic life — this is a mission-driven role; we are looking for someone who follows legislation, understands political dynamics, and cares deeply about civic participation and government accountability

  • Technical and Product Skills

  • Bachelor's degree in a relevant field (e.g., political science, public policy, computer science, information systems)

  • 3-6 years of experience in product management, business analysis, digital media, civic tech, or a related role

  • Working knowledge of Claude Code, VS Code, or comparable AI-assisted coding and development environments; ability to engage meaningfully with engineering teams on technical work

  • Proficiency with Figma for reviewing and contributing to design workflows, wireframes, and prototypes

  • Knowledge with political data including legislative data, campaign finance, lobbying disclosures, voting records, and/or related civic datasets, and the professionals and organizations that rely on them

  • Tech savvy with demonstrated comfort working with software platforms, data products, and/or digital content tools

  • Strong interest in politics, policy, civic engagement, or government affairs

  • Familiarity with agile/scrum development methodologies preferred

  • Excellent written and verbal communication skills; able to translate complex data and policy concepts for broad audiences

  • Strong analytical thinking and attention to detail

  • Ability to juggle multiple priorities in a fast-paced, early-stage startup environment

  • Experience with product or project management tools (e.g., Jira, Confluence, Notion, Productboard, or similar) a plus
