About the role
Overall objectives are as follows: Work in conjunction with department personnel to develop an ePermitting application architecture. The overarching objective is to develop reusable components that will result in faster 'time to market' for subsequent permitting or similar application requirements. Develop common components as part of the ePermitting Process that can be leveraged by subsequent application development teams. Research the feasibility/benefit of setting up/deploying a business rules engine. Mentor development teams in the use of common components and overall application & system architecture. Participate in data model review sessions. Perform data conversion activities as required. Develop interfaces to new and/or existing Department and/or Commonwealth systems (EDMS, GIS, and SAP) Develop/modify application frameworks as required. Develop web services if deemed appropriate by architectural design requirements. Look to optimize use of existing Department IT resources when developing common components. Propagate industry best practices in all architectural and system development efforts. Skills Object Oriented Programming Training/Experience Java (training and/or experience with Eclipse and/or Rational Application Developer IBM Rational Tool Suite (i.e. Clear Quest/Clear Case, Manual Tester/Functional Tester) Training/Experience IBM Websphere Experience Database Programming/SQL experience with major DBMS (DB2, SQL Server, Oracle) Systems Architecture Experience 4 Years Superior analysis and troubleshooting skills Required Java Certification Highly desired Java Frameworks (Spring, HJibernate). Highly desired Document Management (training and/or experience – FileNet preferred – Panagon or P8 Highly desired Previous PennDOT App Development Exp & knowledge of Systems & Standards Desired Superior oral and written communication skills Required
